Water Rates
These rates apply to general domestic, commercial and industrial customers. Effective for all service rendered on and after August 21,2025.
Rates for Customers with Metered Water Supply*
(Customers with metered water supply excluding Huttonsville Correctional Faciity.)
- First 3,000 gallons/month: $18.62 per 1,000 gallons
- Next 7,000 gallons/month: $15.20 per 1,000 gallons
- Over 10,000 gallons/month: $10.73 per 1,000 gallons
Rates for Huttonsville Correctional Facility*
- $7.80 per 1,000 gallons
Minimum Charge*
No minimum charge will be rendered for less than the following:
- 5/8″ meter: $55.86/month
- 3/4″ meter: $83.79/month
- 1″ meter: $139.65/month
- 1-1/2″ meter: $279.30/month
- 2″ meter: $446.88/month
- 3″ meter: $893.76/month
- 4″ meter: $1,395.50/month
- 6″ meter: $2,793.00/month
Billing & Payment Policies
Tap Fee
The following charges are to be made whenever the utility installs a new tap to serve an applicant:
A tap fee of $100.00 will be charged to customers applying for service before construction is completed adjacent to the customer’s premises in connection with a certificate proceeding before the commission. This pre-construction tap fee will be invalid after the completion of construction adjacent to an applicant’s premises that is associated with a certificate proceeding.
A tap fee of $350.00 will be charged to all customers who apply for service outside of a certificate proceeding before the Commission for each new tap to the system.
Reconnection Charge: $25.00
To be charged whenever the supply of water is turned off for violations of rules, non-payment of bills, or fraudulent use of water.
Returned Check Charge: $25.00
A service charge equal to the actual bank fee assessed to the District or a maximum of $25.00 will be imposed upon any customer whose check for payment of charges is returned by the bank due to insufficient funds.
Leak Adjustment Rate
$1.04 per 1,000 gallons is to be used when the bill reflects unusual consumption which can be attributed to eligible leakage on the customer’s side of the meter. This rate shall be applied to all such consumption above 200% of the customer’s historical usage. See our Leak Adjustment Policy for more information.
Security Deposit
Not to exceed two times the average monthly bill of the applicant’s specific customer class, or $50.00, whichever is greater. This fee may be changed by applicable statutory provisions.
Delayed Payment Penalty*
The above tariff is net. On all accounts not paid in full when due, ten percent (10%) will be added to the net current amount unpaid. This delayed payment penalty is not interest and is to be collected only once for each bill where it is appropriate.
*6.36% Cash Working Capital Reserve Increment
6.36% of total billings at the indicated rates is required to be recorded as a credit to “Miscellaneous Operating Reserves,” with related collections to be charged to “Other Special Funds” and deposited into a distinct CWCR Bank Account.
